I think that this is a unipolar data and a sequential color scheme was the advised color scheme to use in this types of data.
I added 2 extra dataframes to give Hawaii, Alaska , and the 48 states different projections. For Hawaii I used a predifined projection which is the Hawaii Albers Equal Conic, for Alaska I used a predifined projection which is the Alaska Albers Equal Conic and for the 48 states i used the North America Lambert Conformal Conic.
Edited the Legend, I added the "to" because of the negative value.
